France's Just Fontaine holds perhaps the most impressive (and unreachable) record in world football: 13 goals in a single World Cup (1958, in Sweden). To put it into perspective: Fontaine scored an average of more than 2 goals per game in the 6 matches France played.
With modern football being much more tactical and defensive, and with World Cups having more matches but tighter contests, it is almost impossible for anyone to match this record. The most a player has scored in the last 30 years in a single tournament was 6 goals (such as James Rodríguez in 2014 or Harry Kane in 2018). Fontaine scored more than double that.

Brazil is the country with the most goals scored in World Cup history, and its top goalscorers are legends of the sport:
